We inspect for FMs everyday and see leaky roofs and examples of jack-leg repair methods of gobs of caulk or rubber cement to fix areas all over their roof.  Why do FMs not have a roof maintenance program in place to prevent such messes?  We continue to see examples of how a maintenance program would or could have saved the Owner 1,000s of dollars and sometimes 100s of thousands.  Why is the roof sometimes the last maintained component of a building when it is one, if not the most, important component of the building?  WHY?
